Tina McCardle was born and raised in Beijing, China. She studied textile design at the School of Art and Design (now the College of Art and Design) in Beijing completing her course of study in 1993. After leaving school she worked in the design of textiles and leather goods for several years before deciding to further her art education in the United States.

Arriving in America in 1996, Tina began making connections in the art community in an around San Francisco before enrolling in Academy of Art College in San Francisco where she studied. In 2002, she received her Bachelor of Fine Arts degree from Academy of Art College.

For the next several years, she worked as a portrait artist, first as the owner of Classic Portrait Studio in San Francisco and later with the thriving San Francisco Street Artist Program in and around North Beach. During this period, Tina continued her studies in oil painting, developing techniques in indirect painting to explore the interplay of natural light and color variations.

In 2009, Tina moved to Sacramento where she supported herself as pre-school teacher in a Mandarin immersion program. By 2011, she was prepared to devote herself full-time to her art. Creating a home studio, she was able to apply her abilities in indirect painting to oil on canvas while utilizing light and shadow to emphasize the vibrancy of the colors of her subjects. Her paintings have been exhibited as local businesses, including the Patris Studio and Art Gallery and Bloem Décor Florist.

Tina resides in Sacramento with her husband and their children, Maxwell, age 10, and Micaela, age 14, a talented artist in her own right.
